need help with headers/footers

ok, the hunted has a a pm system that drops down, it's the 'check/read PM's' section at the top of the page, dose anybody know the script for it, iv tryed proboards but im not having any joy, if anybody could point me in the right direction or even give me the code it would be much appreciated.
