See Res is more action orientated, and always has been. Silent Hill has always been more about the pyschological aspect of the survival horror genre. The first SH game back in '99 was ground-breaking, and some of the aspects of the game were very unnerving, like the sudden changes from night to day, the air raid siren, the fog which meant you couldn't make out what that fleeting shape in the distance was. Oh and don't forget the mutant babies in the school, and the telephone calls from your "daughter". Tres creepy.
Res never creeped me out, Capcom un-ashamedly went down the action-zombie route and kudos to them as it worked out amazingly, with the exception of them milking the cash cow for Dead Aim and Outbreak. Never mind, they made up for it with Res 4. Good lads.
So, even though SH is amazing, I'd have to go with RE as the better one. It created it's own genre for Pete's sake!
Best Res game? Number 2 by far. Choc full of suspense and full of action, and best of all, it was effectivley two games in one. I still have my old US imported copy from back in 97. Shame I haven't got a chipped ps2 to play it on though. Meh.
